Kisii Municipality is the heart of Kisii County and sets pace to tech adoption at sub county level. All the 47 counties in Kenya now have ICT Roadmaps as guided by ICT Authority and Kisii County Government has made steps to adopt the latest ICTs for better and more efficient service delivery. These roadmaps are aligned with the National ICT Master plan and the local county development plans. Through the roadmaps, counties are able to provide the best, most cost-effective ICT-enabled services and resources to its citizens. They have also helped county governments to make ICT investments that are consistent with global best practice and with the idea of shared ICT services with the central government and neighbouring county ICT infrastructure.

The abridged version of the county roadmaps presents an overview of the gaps identified for intervention in four thematic areas namely, Connected County Government, Citizen Satisfaction, Connected Citizen, and Connected Legislator. The key strategies identified in the implementation of the roadmaps are: Infrastructure, Connectivity and Inter-operability; Human Capital and Workforce Development; Public Service Delivery; and Policy Environment and Legal Framework.

Kisii Municipality ICT department is headed by a Senior ICT officer seconded from County Government who’s job description is as given below:

  • Overseeing and advising on all ICT processes carried out by the Municipality including procurement of all ICT Solutions, dissemination or distribution, and routine maintenance
  • Installation and maintenance of computer systems
  • configuration of Local Area Network and Wide Area Network
  • Developing and updating application systems
  • Carrying out systems analysis, design and programme specifications in liaison with user departments
  • Carrying out repairs and maintenance of Information Communication Technology equipment and associated peripherals
  • Drawing up hardware specifications for Information Communication Technology equipment
  • Verification, validation and certification of Information Communication Technology equipment
  • Overseeing the process of configuration of new Information Communication Technology equipment
