Mr Albert Otungu Chairs finance & Administration committee, providing insight into Board Governance in the provision of quality services to the residents of the Municipality of Kisii according to UACA. Spearheaded Kisii Municipality ISUDP, UEP and By-laws. He’s an expert in Board Governance and Strategic Leadership. The projects he has speareheaded include Kenya Urban Support Program in Initiating and building of Kisii Fire Station,Nyanchwa Link Road among others.

Municipal Manager Job Description: Duties and Responsibilities
i. Act on behalf of the Municipal Board ensuring the execution of the decisions of the Board
ii. Prepare and present for approval to the Board of the Municipality, an annual estimate of revenue and expenditure.
iii. Be principally responsible for building and maintaining a strong alliance and effective working relationships between the Board and the civil society, private sector and community based organizations;
iv. Prepare, and submit to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.
v. Act as an ex-officio member of all committees of the Board; and
vi. Exercise supervision over all departments and agencies of the Municipality and coordination of its activities;
vii. Administer and enforce all Municipality By-laws, resolutions, franchises, leases, contracts, permits, and other Municipality decisions;
viii. Prepare and administer the annual Municipality budget;
ix. Administer Municipality utilities and property;
x. Encourage and support regional and intergovernmental cooperation;

MUNICIPAL ENGINEERING

The Municipal Engineering Directorate oversees the design, implementation, and maintenance of infrastructure projects within Kisii Municipality. This directorate is central to achieving sustainable urban development and improving the quality of life for residents.

FINANCE & ADMINISTRATION

The Finance & Administration Directorate is the backbone of Kisii Municipality’s operations, managing budgeting, financial reporting, procurement, ICT and human resources. It ensures transparency and efficiency in resource allocation and provides administrative support for all municipal departments.

REVENUE

The Revenue Directorate manages the collection of municipal revenue, including property rates, business permits, parking fees, and market charges. It ensures compliance with revenue laws and implements strategies to enhance collections and reduce leakages, thus supporting municipal development projects.

HEADS OF SECTION

1. INFORMATION AND COMMUNICATIONS TECHNOLOGY (ICT)

The ICT Section oversees the management and development of technology infrastructure within the municipality. It ensures smooth operation of systems, cybersecurity, and the implementation of innovative solutions to enhance service delivery. Key responsibilities include network management, data systems, and ICT support for all departments.

    1. Municipal Charter Development:
      • Played a key role in the team that developed the Kisii Municipal Charter, laying the foundation for the municipality’s governance and operations.
    2. KUSP I Funding Award:
      • Spearheaded efforts that helped Kisii Municipality secure its first Kenya Urban Support Program (KUSP I) funding, enabling critical infrastructure and urban development projects.
    3. Setting up Kisii Municipality:
      • Provided ICT support during the establishment of Kisii Municipality, ensuring all technological systems and operations were functional from inception.
    4. Land Information System Development:
      • Oversaw the development of the Land Information System for the GIS and Revenue Department in Kisii County, streamlining land management and revenue collection processes.
    5. Transition Committee Representative:
      • Served as the ICT representative in the Intergovernmental Transition Committee, which facilitated the smooth transition of counties from defunct local authorities.
    6. County Assets and Liabilities Committee (CALC):
      • Played a pivotal role as the ICT representative in CALC, ensuring the proper transition and management of ICT-related county assets and liabilities.

2. ENVIRONMENT

The Environment Section is tasked with promoting environmental sustainability through waste management, afforestation, and conservation initiatives.

It ensures compliance with environmental regulations and promotes awareness on ecological preservation within the municipality.

3. SUPPLY CHAIN MANAGEMENT (PROCUREMENT)

The Procurement Section manages the sourcing and acquisition of goods, works, and services for the municipality.

It ensures adherence to procurement laws and promotes transparency and value for money in all procurement processes.

4. URBAN PLANNING

The Physical Planning and Urban Development Section is responsible for spatial planning, land use management, and urban design. It ensures orderly development and compliance with zoning regulations while driving initiatives to create a livable and well-planned municipality.

  • Qualification: Bachelor’s Degree in Urban Planning, Maseno University. Member of Kenya Institute of planners (KIP), member of TCPAK
  • Notable Projects: Participated in the preparation of ISUDP( Kisii Municipality)
  • Key Responsibilities/Functions:
  • – Preparation of Physical and Land use plans – oversee and guide in development control aspects – advise the Municipal manager and board on all matters land use planning in the Municipality – Resolve land use planning conflicts as per Physical and land use planning Act 2019 – Undertake research on areas that need urgent interventions on issues if space and place making – Undertake site inspections and prepare monthly reports on the same – Coordinate KUSP2 programme

5. ACCOUNTS SECTION

The Accounts Section handles financial transactions, record-keeping, and ensures compliance with financial regulations. It provides accurate financial reports and supports the preparation of budgets, ensuring accountability and transparency.

6. Human Resource Management (HRM) Section

Overview:
The HRM Section is responsible for staffing, training, welfare, and performance management within Kisii Municipality. It ensures that the workforce is well-equipped, motivated, and aligned with the municipality’s goals, adhering to employment laws and policies.

  • Experience: Over 15 Years in HRM, has been involved in capacity-building programs including induction of the Municipal Board Members and staff at the onset of Kisii Municipality

7. Communication Section

The Communication Section is responsible for managing the municipality’s internal and external communication. This includes public relations, media management, community engagement, and dissemination of municipal updates to stakeholders. It ensures the municipality’s activities, services, and programs are effectively communicated to residents and partners.

Notable Achievements:

  1. Intergovernmental Relations Lead. Successfully coordinated communications and collaboration between Kisii County, the National Government MDAs, Council of Governors and other Counties.
  2. Serving as the County Communications Lead for USAID funded programs and projects in Kisii County. Achieved establishment of the Kisii Endelevu Trust Initiative (KETI), a Local Development Organization bringing together all civil society organizations in Kisii County, under the USAID funded Kaunti Kuimarisha Uendelevu Trust Initiative program. Also successfully coordinated implementation of the Kenya Crops and Dairy Markets Systems (KCDMS) Activity.
  3. Kisii Municipality Program lead for the UK funded Sustainable Urban Economic Development (SUED) program. Successfully developed the Kisii Municipality Urban Economic Plan that seeks to mobilize KES. 10 billion for infrastructural development. Under this role I successfully managed communications and development of policies and MoUs that led to operationalization of the USD 2,500 Avocado Processing Plant.
